Yes, it is safe to use 185/65 R 15 tyres instead of 175/65 R 15 as this has a 2.14% difference which is well with the recommended 3% difference margin. This upgrade will scrape your fenders in anyway but if you really want to up your ground clearance game, simply up-sizing tyres and rims will not suffice.
