As per statistics, there are no signs of decline in imports of Truck and Radial Tyres (TBR) in India, and to counter this trend domestic industry has asked for an urgent announcement of anti-dumping duty. The import for TBR has gone up by 30% in the first half of this fiscal year compared to the same period of last year.
It is noteworthy that while there is a 25% import duty on natural rubber in India, the import of tyres from China only has 7% import duty on it. Furthermore, the large-scale dumping of TBR tyres is adversely affecting the interests of domestic rubber growers.
Automotive Tyre Manufacturers Association (ATMA) has communicated to the Ministry of Commerce and Industry urging an imposition of anti-dumping duty on import of Truck and Bus Radial Tyres from China that has surged in the recent period. The import of TBRs has seen an exponential growth of around 400% in the period from 2014 to 2016.
Citing his concerns for the domestic tyre market, K M Mammen, Chairman, ATMA was of the opinion that indiscriminate import and dumping of radial tyres from China is seriously hurting the domestic manufacturing of TBR.
Moreover, most of the new investments of around Rs 35000 crore by tyre industry in India has been directed towards setting up TBR capacities in the last 3-4 years. But, with the expansion in capacity, its utilisation levels have dropped to 60-65% in TBR manufacturing compared to 80-85% two years back. It is China with 94% import share in 2016-17 that dominates the market in India. Just a couple of years back it had only 40% share in India in 2013-14. But, in the last one year, import of TBRs from China soared unprecedentedly.
