Indian Government Mulling Anti-dumping Duty on Tyre Imports

The Indian Ministry of Commerce and Industry is planning to impose anti-dumping duty on the import of bus and truck radial tyres to protect the domestic rubber players from the adverse effects of cheap imports from China. According to the information received from the Rubber Board of India, the procedure for the anti-dumping duty is under the process with Directorate General of Anti-Dumping and Allied Duties (DGAD).

Union Minister of State for Micro Small and Medium Enterprises Haribhai Parthibhai Chaudhary informed the Lok Sabha (lower house of the Parliament of India) that as per the information available from the rubber board, the rubber products from China, which includes tyres, enters India at a lower duty of 8.6 percent as against the basic duty of 10%. This preferential treatment met to the Chinese imports is due to the Asia Pacific Trade Agreement which inadvertently led to the surge in imports from the neighbouring country, thereby hurting the local Indian industry.

The majority of imports from China are classified under HS Code 4011 (new pneumatic tyres) and HS Code 4016 (other articles of vulcanised rubber). Products under HS 4016 are mostly manufactured by micro, small and medium enterprises (MSMEs). The minister also told that as per Directorate General of Safeguards (Central Board of Excise & Customs) the impact of cheap products of rubber on India’s MSME sector is not yet assessed.
